The ANNOYING high pitched whine that frequently impacts the Baldwin School (Vineyard-Martinvale) area is comeing from behind the Exsil facility on the corner Via Del Oro and San Ignacio. There is a HAZARDOUS WASTE TREATMENT AREA behind Exsil that emits this noise. You can call the Environmental Health Department Noise Complaint Line @ 299-6060 8-5 Monday through Friday.
