We are not far from you and had the same, exact problem but we had even more outages than you. When we called to ask, they said that we lived too far away to have reliable service. We switched to Comcast cable internet and have had very few issues with speed or connectivity since. Outages are very rare and I have no problem with speed at any hour of the day.
