Status of the plant on the CEC site is listed as due online 12/04 with the caveat: "On-line date is expected to be delayed beyond the date shown. According to developers, the new on-line date will be determined when the markets are favorable and financing is available."

All of Calpine's approved plants that are under construction seem to be on hold. Otay Mesa was cited in a press release today as part of a contract to deliver energy in 2007. If Calpine is waiting for the next energy crisis to drive energy prices up and bring their plants on-line they may have to deal with Arnold!!!
