Hi,

My name is Margaret Lewis and I am a resident of Newark. Calpine is looking at Newark as a possible site for yet another plant!! So I am following events in South San Jose with great interest. Recently I received a copy of California Environmental Insider, May 17, 1999. There was an article about guidance on power plant permitting. What caught my eye was a statement that the new plants will be operated in what is called a "merchant operations mode" which relies on more frequent startups and shutdowns to make the plants more competitive. These additional startups and shutdowns in turn result in increased emissions. The emissions rates for the new facilities are likely to exceed district New Source Review thresholds for requiring offsets for Nitrogen Oxides and Carbon Monoxide.

I copied the above from the article. Hope it is helpful. So far neither Calpine nor the City of Newark are saying where exactly in our city Calpine is thinking of building this plant. They want to keep it secret for as long as possible. I believe it will be sited on Cargill land in the middle of a mixed industrial/residential area.
