I did a quick scan of the documents, the most interesting to me being the document
http://www.energy.ca.gov/sitingcases/metcalf/calpine/worddocs/vol 1/SEC09 _ALTS.DOC discussing Calpine's alternative locations. Maybe others can also start viewing the documents so we can start discussing the most relevant details.
