For those attending the meeting with Charlotte Powers tonight, I have created a list of questions that I think are fair to ask about the proposed Metcalf Energy Center:

Position

1) What is your position on the proposed Metcalf Energy Center?
2) If you are still neutral as reported in the SJ Mercury News, what information do you still need before taking a position?
3) If you are in favor of the proposed Metcalf Energy Center, will you support moving the location to the Bailey Road location mentioned in the AFC, away from the neighborhoods?
4) Will Duke Energy's modernization project of the Moss Landing Power Plant have an impact on your decision if their new power plant can deliver an additional 600 MW or more to the Metcalf Substation?
5) What are your sources of information regarding the project? Calpine? Independent studies? How will the other council members form their decisions?

City of San Jose Energy Policy

1) Does the City of San Jose have an Energy Policy?
2) What were San Jose's plans for before Calpine proposed the Metcalf Energy Center?
3) How many MWs of electricity must be generated within the City limits?
4) What is the City doing to encourage conservation?
5) Will the City conduct an independent analysis of our energy needs?

Others

1) Will the City prepare its own environmental impact report (EIR) or depend solely on the CEC's EIR?
2) When will the City Council vote on the General Plan change for the proposed Metcalf Energy Center?
3) When will the City Council vote on the General Plan change for Calpine's site near Highway 237 and Zanker Road? If no application is submitted to the CEC before November, will the City prepare its own EIR for this site?
4) Has the City recommended more appropriate sites to Calpine in areas zoned for heavy industry? If so, what locations?
